help with a weird sound file format

Hello,i had one device which played sounds of animals.Sadly it stops working.
I decided to extract the sounds but i am unable to find a way to play/convert them.
they are mono and they use a weird code .

I have contacted with the company , Rhom,several times to ask if i could buy a converter but it seems the chip is decrapted and they dont sell the codec anymore.

I attach two pdf which describe the chip which played it and the codec.

could anyone help me ?
