I don't know what is changed in the compression, it looks just the usuage lzo1x or lz4 but it's not that.
I even used the comtype scanner on a compressed dds file without results.

Unfortunately not.
It's not a problem of xor keys (used for the obfuscation) as far as I can see, I have no idea why the decompression doesn't work.

I'm already shared source's with decompression code here. Since then, nothing has changed. Seems it's modified LZ4 with xor by 0xD7 0x1129 0x14

Double click Blender249.blend, press alt p and select *.visual file.
