It's just a regular Nintendo DSP ADPCM file which is pretty much playable on vgmstream. Just rename the extension from "wav" to "dsp" and the SCC is not needed for playing the files.

Thanks. I did think the SCC file wasn't needed but was included just in case.

DS version seems to be easier to extract since there's already various tools out there to extract the various .swav audio files inside of the, 'DrWho.sdat' container.
