Please, someone could help me, teach me a way to extract and recompress the texture contained in this .TEX file,
I used RawTex, but I didn't get any success. Below is the attached sample:

My friend and I have been working with SH2/3 PS2 textures, are similar to .tm2(PS2 TIM 2) but with a custom texture header.
In this case, .TEX files have 1 more extra header, so it has 2 headers.
It is something like this:

0x00: Extra header or main header
0x40: Texture header
0xC0: Image data
0x400C0: Palette header
0x400F0: Palette data.

Now, palette data is separated by a block of zeros so you can see a block of palette data(size 40) and a block of zeros(size C0)
these 2 blocks x 16 times.
You can use "Console Texture Explorer" to extract this texture BUT FIRST delete all those blocks of zeros in palette data. You will end
with a fixed palette(size 400).

Here is my resut using "CTE", you can use NOESIS to convert this tm2 to PNG or other format:
