Are you sure that the game is PvZ DATA?
PvZ Data uses the DTRZ format covered by the vector.bms script.
PvZ2 Data uses the 1bsr format covered by the 1bsr_pgsr.bms script.
There are no text files with the "XXTEA" magic.

Could you please provide the exact name and platform of the game and its libs/exe?
