Hello, you must have done something wrong.
1-in the example that you send, I do not send the .uexp file.
You need uexp and .uasset, which have the same name example
Text_en.uasset
Text_en.uexp

Another thing, the tool has to know how to use it, besides that, it has to know how to create the .pak correctly

Since I don't have the game, I can't test it.
But if you want my help, send me your discord.
But you have to have the original game on steam.

I use fmodel to export .utoc file, only see uasset file and no uexp
