Hey i've been wanting to extract .gbc and .gba roms are there any tool already existing or could someone make one?

GBA and GBC roms do not have a filesystem. They are just blobs of data.

Einstein95, then explain to me how hacks are made? If NDS roms can have a filesystem (and it's been proven they do, by the romhacking communities), I'm sure GBC and GBA ones do too.

No, they don't have filesystems. Hacks for GB/C and GBA games are made like any other game, with graphic and other data formats figured out, disassemblies made etc. For various documentations on what people figure out, see here: http://www.romhacking.net/submissions/e ... bmissions/
