Delete the first 20 bytes, save it as a *.gno ,and use this script and it should run fine.

I remember using 3DS Max 2016 in my school. I downloaded 3DS Max 2013 through Autodesk's Virtual Agent But i am unable to install it without administrative rights

hey campers i wrote a .sms file unpacker and gno importer for blender
it isnt in a new release but if you just download the code as a zip and install it into blender it should be fine
