Renegade Ops .arc files: can't read 64 bytes

when I unpack the game0.arc, it said 'can't read 64 bytes', but the game folder is 'archives_win32'.

I solved by using 'Just Cause 2 Mod Tools'.

No,I use a tools bundle called 'just cause 2 mod tools' from 'just cause wiki', as the renegadeops.bms always said: can't read 64 bytes::blabla, I also tried 4gb, same problem. I don't know the reason.
