I've already struggled with these and couldn't make any sense of them. Maybe if you provide more than one samples, we'd get an idea about the structure?
And please, for the future, write a sentence or two about your concern, it's more communicative. ;)

I've found plenty of those files in Astro Boy: The Video Game (Wii) and there are also *.gcs files there with a similar structure.
