The files you posted are not encrypted and in fact you can see text in them.

You can use a simple hex editor to view the data, you can have some success even with Notepad (at least for viewing because saving will invalidate the file).
Anyway the text is limited just to names of resources or file and not something more "important" like dialogs and similar.
