Zip them and upload them on the forum or on mega/sendspace/mediafire or any other file hosting.

Regarding the extracted files:
The folder is the type of data while in the filename you have the sequential ID, what I think it's the frequency (don't know) and what I think it's the number of channels.

At best, some of the files seem to be audio files.
For example, the file 00000237_51136_1.raw contains the usual PS2 soundbanks(.BD, .HD). "How did you know that?", you ask? Well, I use an hex editor program that gives the insight of what a file looks like.
As for the rest though, I'm not sure.

Look for vgmtoolbox and download the latest version.
If you have vgmtoolbox then Misc. Tools >> xSF Tools >> PSF2 >> PSF2 Data Finder >> Drag-and-drop the file.
While extracting, a folder is automatically created in the same directory as the file. Inside the folder, you will see the extracted files.

Also, here's my tip: it's always useful to look at the files using a hex editor program(there are tons of them, so just choose which one you can use). Just by looking at them through an image editor won't work.

You might be doing something wrong. Did you drag-and-drop the file into it? If so then check if there is a folder that has the same filename, if not then you might have used the wrong file.

You don't even need to extract it by using HxD. At least the program shows how an actual file looks like, just pick a file on it and see all the data within it. Now try to identify it.

If I recall correctly some of the .raw files have those text strings on them, such as "IECS". See if you can pick the biggest file and find the text string(IECS) on HxD.

If it is, then it's the usual PS2 soundbank data. If it isn't, then you should try another one.

I tried with 8 files but any of those have the text strings.

Well if you found those files with the "IECS" string then try those files on vgmtoolbox.
