It's a PKG CNT format in use on Playstation and I think it's a sort of Sony native format (custom ISO) and not a format of the developers.
Exist no solutions, some weeks ago I made a script able to extract the only refrenced and non-encrypted data:

The sample is not big enough to see after 0x14b4244, but yes it's for sure encrypted

all ps4 pkg's are encrypted for game files nothing can be done without ps4 boot loader hack to dump the encryption keys.
