Just a full recap:

The legend of the run ("MPK\x1a"):
It uses obfuscation on files and information so extracting data is useless without the algorithm (it's not one-byte xor)

Master of Meteor Blades:
A senseless mix of partial information and chunks of zlib compressed data without a clear format

Wind and cloud:
It looks like a classical MPQ archive but the tools extract nothing

The way god created ("PAC\0"):
A small header followed by nonsense...

I rechecked that specific game and noticed that it contains many compressed compiled-Lua scripts, so you can use offzip on it:
offzip.exe -a script.pkg output_folder

Offzip can open these files, but couldn't get their name, can get their names?
