It's not encrypted and it's not an FSB file.
It's a container in which is included also an FSB file.
fsbext has the -o -1 option to scan and find all the archived FSB files but this one contains ogg audio which doesn't play when extracted as-is with fsbext.
You can try to dump the FSB file with a hex editor (search "FSB" and delete every byte before it) and then use this tool:
