They look like raw files without format, for example MIDI.str (VAG audio) and LEVELS.str (font or image) have nothing in common.
Anyway the files you provided are still "disk chunked" (sorry, I don't know the exact term) so use this script on them to make them usable:
http://aluigi.org/bms/ps1_disk_chunks.bms

Now you can check them with a hex editor and handle them.
