RAGE .patch files extract

I guess RAGE's gameresources_sp_01.patch file includes dialogs. Is there any extract tool for this extension?

I don't know hex editing. But i found this. Maybe helps us.

Update your WinRAR. It's RAR5 archive and it's OK.

I downloaded the file from this post and the below bms script works fine:
