Hi, I want to localize this game to my own language, but I can not find the language file. But there are a few files I think it is. Is there a tool to open it in the form of files .hdll?

The hdll files are just dll libraries, not archives.
There is no localization data there because most of them are third-parties libraries or don't contain text used in the game

There is also a file named extradata.dat. Could it be?

extraData.dat has the string "XTRAGcTS2" at the beginning but all its content is just random data that is probably encrypted.
