Do you have reimport.bat in the same folder of quickbms.exe?
What you mean with "can't open"?

It's a permissions problem on your computer.

Try right-click on reimport.bat and check if you have an "UNBLOCK" button in the lower-right part of the dialog.

If you have that button then use it and do the same also with quickbms.exe
If you do not have it... search on google an be prepared to a headache :)
