It's a very weird format and I don't see something "useful" or readable to extract.
The only readable things are these chunks with "FIXE", "TEXT", some timestamps, "DRCM" and what it looks encrypted data.
If you search those keywords you get this topic https://www.vg-resource.com/thread-28449.html that unfortunately doesn't have a solution.
