(Not to be confused with the same video file extension, but different format that can be found on EA PC games)
Seems this format is actually a modified PlayStation MDEC video format (.STR)
The video stream is split into chunks with "MDEC" string.
And there's a "au00" chunks which is the audio stream.

And here's the sample (it's from PlayStation version of NASCAR 2001):
