So I tried numerous ways to do this, but I couldn't. I messed around but I was unable to extract this file. If someone could please help me, that would be very helpful because I really want to mod this game.

In the folder where the game is installed, there is a file named data.file. I want to extract this file. So, I need a little help.

I suspect that the TOC at the beginning (the information about the archived files) is encrypted or is located in another file.

Just curious why the OP didn't upload patch.file which was just few kb instead of the filecutted data.file, anyway the exe was necessary anyway for the key.
