sch seem obfuscated, there is just a "SDTE" at the beginning.
tech is clear and contains various float values, probably a model.

Nothing can be done without information about the format and obfuscation.

You have been very lucky:
http://aluigi.org/bms/hard_track_2.bms

Both RES extraction and SCH decryption supported.

The script supports also to re-encryption of the sch files, the first time it generates a file with txt extension, edit it, then reuse the script on the file with txt extension, a sch file will be generated.

The second .zip is not, random files thats the game .exe and some files related to it i think that the setup creates upon installation, that is all like i said also i thought obviously since games usually store the format and file info inside the exe i thought it could be of use but at any rate...

Also that .tech in the first .zip has usefull game data iv know before posting here, thats why i uploaded it with the other ones thats why i need to get it unpacked or in some human understandable readable form , yes it contains the float values for gears, transmission, game physics engine, chassis etc and the other constants wich the game uses i think.

Exactly, random useless files containing no game data.

For the tech files instead try to open a topic in the 3d section but keep your expectations low, I really doubt there will be any 3d model popping out easily from there and the chances that someone will check it are very low.
Anyway, try :)
