It's seems a block of RAW data from some video file(game intro), I can't help you, this is not my field... sorry. Ask for help on Audio and Video file formats forum.
Anyway, there's only a few text entries on this file, you can edit then with a HEX Editor without change the entries length, but the game already have a russian localization.
