Greetings everyone!

Need help with this one. I was trying to translate it.

There are existing 2 version - Japanese and Russian. In JAP file text in Shift-JIS, in Russian - 1251-ANSI. I was trying to look myself, but it seems it encrypted, because there is strange header, and after it there is pattern:

Up - JAP Hex, Down - Rus Hex
1st part is header, but it makes no sense for me
2nd part comes with 9C and it's the only place where it's appear
3rd part comes with 27 and 4E parts coming one after another till the text part.
