Okay, so I am honestly not too sure if this is the right part of the forum to post/ask about this.

So within Sonic Mania Plus's folders for each stage are these 'Scene#.bin' files. Inside them is data about the stage, the music data, etc.

How would I go about actually reading this type of file? It seems like it's encrypted in some manner.

There is no encryption or compression.
The magic at the beginning is "SCN"
