I've also been super interested in how to decrypt these. It probably requires a key if I'm not correct, not sure how to get that or where.

I wonder how did you get pkg file?
I have psvita and several games but there's no way to get data file from psvita games.

You can download Games psvita & ps3 & DLC this program psnstuff.exe >>>> PKG FILE

And through this program (PSX Download Helper) to transfer your console PSVITA & PS3 & PS4
