It's a slightly different 3.0 format.
In fact replacing the first magic string with that one you provided gives some results but they are not correct.
The archive contains compressed data (compressed pickle data or other binary stuff) but there are only offset and size without compressed size, additionally the encryption is a bit different, example of pickle data:
