I doubt someone will answer because probably only few users have that specific game, this is a research forum.

If that packfile.dat is not very big, upload it on a file sharing website and post the link here.

Alternatively you can use the http://aluigi.org/bms/filecutter.bms script for quickbms on packfile.dat and upload a zip with the 2 files it generates.
