psarc bms script doesn't support shift-jis

I've got a problem to report in the psarc script (Brink). For archives that have files with Shift-JIS filenames, it doesn't create files with correctly encoding filenames. However the 00000000000000000000000000000000.dat file which appears to contain a listing of the files in the archive does list them correctly. PSArcTool also does not work.

I extracted it on another machine and virus scanned it and it was clean.

I tried it - but it doesn't extract or list the files properly.
