I don't believe this file is the localization file...
Can you find a file named "en.dcp"? If so, upload it.

all the files present in the game are in vbf

Hmm... new engine, old game version use WinterMute Engine and all resources are stored in *.dcp packages. You will have more luck on Game Archive section.

This is Unpakke version 0.4b with upkk_vbf.dll.
