I have posted this tutorial on my personal site here:

This is a way to get the RSA key to dump the PAK files of a CryEngine game.
This should work for most games that use the CryEngine. This tutorial is specific to Wolcen, but you can substitute it for the game of your choice while following along. It should line up fine for most games.

What a wonderful read, and well written, unfortunately it doesn't work for all games equally as you've mentioned, especially when mentioned files do NOT exist and the game simply doesn't come with them, the key might be in the executable or who knows where else.

For example the Evolve Stage 2 game has it in the executable, but once they changed the PAK archive structure it all became obsolete, what good is the KEY if they changed the archive format so to speak, nothing can be extracted anymore, if your more experienced and care to and have the time, please take a look in to it, the game is free now on Steam.
