It is not clear whether it is a compressed or a binary file, but all files can be disassembled from the patch. Some files show plain text and are suspected to be subtitles.
This python script can be used to handle it

I'm not sure if those files are compressed, because you can play audio files from FD2SN.LKF using foobar2000 with vgmstream plugin.
