Data isn't compressed. Open files in hex editor (e.g. Hex Workshop) and you'll see.

So this is large binary file that holds the data or is an archive with smaller files inside of it?

I have no idea but to give StaticData.sav some structure you could search for 00000000000000000000000000000000

(16 zeroes).
