Weird format.

BGW has a "ZLIB" magic and it's just compressed with zlib, the result is the dat file you uploaded.

The format of the decompressed data is not clear, it looked like a sequence of files (LCTX) but it isn't.
No header or footer.

Hi what bms script would i use to open the ZLIB file ?

the data is formatted as
0x00 type
0x04 size
and then the actual file.
i made a tool for it, here: https://github.com/SamuraiOndo/tornado-outbreak-bgw/blob/main/bgw.py
it extracts just fine, and it SHOULD repack but I have not tested that in game.
