So that file is just the one extracted by the 1bsr_pgsr.bms script?
Because it's compressed and it should be not compressed, I have made a small modification to the script (now 0.2.1) to automatically do the job.
I tested and compared the results with the previous script and 1.0.226789.rsb is just the same, while 3.7.1.rsb gave 110 different files (all with bnk extension) which means that now they are completely uncompressed.

Regarding the audio files with the BKHD header you can use this script:

(it doesn't work with the file you provided because it doesn't contain audio data)

I've actually managed to extract some of the .bnk files myself. However, I can't seem to get the wav files it produces to play properly, so it'd be nice to get some assistance with those. See if these samples will help in any way:
