a unknow texture type (.tga.ckd) [Gravity Falls 3DS]

i want to know what is the texture type in this sample, anyone can check it?

this texture belong to Gravity Falls for nintendo 3ds

real format is .tga.ckd, i want to know the texture type because i want to edit texture file


note: texture_20.zip just extracted from .tga.ckd file and its the real texture but type is unknow and want to know the texture type for edit it

seems like its a texture file for Ninthendo 3DS, i saw this texture type before
but i don't know how to edit it, texture doesn't have any extension?
