Need Help with SSF IV: 3D Unknown Files

Greetings!

I've recently explored the possibility of localizing (or at least, facilitating the localization process) of Super Street Fighter IV: 3D. I've been able to use a python script to extract many of the game's arc files and gain a better understanding of how the game's various menu, hud, and ui elements work. However, I've recently encountered two files within one of the archives that have me completely stumped:

medalinform
medalList.gui

I have attached the files for your reference. Any help extracting these files or better understanding their contents would be widely appreciated.
