I want to look at the text files of Rabbids Land's patch (and the game soon) on the Wii U, but the data isn't plaintext like an XML, JSON, TXT or something similar, its binary in UTF-16 text encoding. I have no clue why the extension is called that, likely OLI stands for OLIve, which I guess is a internal localisation tool.

No, it's not. This is a simplified version of the format used in other games with the same engine, such as From Dust.
