I opened .arc file using this post(https://zenhax.com/viewtopic.php?t=7844 -> makc_ar)'s packing tool and found the attached file.

I also modified this file with 010editor and packed .arc file with the repacking tool.
Ex)EXIT TO MENU => MOVE TO HOME or ??? ???(korean)

But it did not change in the game.

So I opened .arc file again and .stringlookup file was modified!

But at the same time I modified the "font_en.gfx" file, which was modified and applied to the game.

Why does this happen?

Is it possible that this is a dummy file?
