Literally first link in google for "Mario & Sonic at the Olympic Games Tokyo 2020 pac files" is explaining how to unpack those files. Dump romfs with Switch Explorer or anything -> properly unpack cpk with CriToolpack or anything -> unpack pac with Switch Toolbox -> convert textures with Intel Texture Works plugin or anything.
