PowerVR texture, use PVRTexTool. I just realized it has the header repeated.

well it looks like PVRTexTool opened the files, but not the way I expected

I don't think it's encrypted... I see PVR binary data in it fine.

I think the PVR was encoded differently. We can learn more about the encodings in their website, several encoding schemes are there, like etc, etc1 , I don't remember all.We might need to do some process before viewing the actual file, I guess so.
You can also try opening these up in photoshop using the pvr plugin, provided by Power VR
