There are various references to LINKDATA.CNS on the Internet, apparently it's already possible to extract these files but I think it's more a ripping rather than an extraction based from a TOC.

I didn't download the whole zip because it's too big (you should use the filecutter.bms script for uploading samples) but what I extracted from the first megabytes of the zip was a mpeg video which means that the data is not encrypted and the TOC (table with information about the archived files) is somewhere else.
A list of all the files of the game would be useful.
