I have decrypted the files of corpse party through quickbms (0.10.1) and heart of crown.

However, when I tried to encrypt the files, it said "Error: encryption key not available, it must start with 0b 3f, contact me!"

Am I doing the encryption in a wrong way?

I tried some files, but none of them can be encrypted.
I used reimporter2.bat with the heart_of_crown.bms for encryption.
Thanks for your help!

That's not an archive.
It's just a text file.

Yes the archives are bcx and the heart_of_crown.bms script works perfectly with them... so?

I cannot reimport the extracted files.

The process of reimport:
1. open reimport2.dat
2. choose "heart of crown"
3. select the extracted folder and output folder.
4. the cmd.exe showed "Error: encryption key not available, it must start with 17 1b, contact me!"

Select the same files and folders selected during extraction, same (so your point 3 is wrong).
