I don't really know much about this, but the header, if that's what you call the first four letters in a file, is BRGR.

The game was released in 1999 on PC and Mac platforms and the game can be downloaded here: http://www.pangeasoft.net/bug/downloads.html (Mac version is here, and the link to PC version on another page is on that page, PC version is what I'm interested it). Considering how large the focus on Mac that company is, I imagine it was made for that OS and later ported to the PC.
