I was translating this beautiful game, it uses the same engine Hitman 2. His texts are .loc format, then tested the tool Hitman 2 and it still fails, the texts did not appear in the game, so I try tool Hitman Contracts at the beginning was a charm, managed to translate the initial custcene, the menu and the first phase, but inexplicably, the text of the second phase ends up giving error, .xml generating is very large, different from the others and at the time of import tool is looped until it stops. I've already sent an email to the author of the tool, but so far not received any respota. It would be possible for someone to fix this tool to be fully compatible with Freedom Fighters?

In the rar is the tool with .loc that everything went well and another .loc tool that makes the stay in the loop.

You can try to fix the "bad" loc files by hand.
Look the xml for the bad item name. You can see no strings after it. Open the loc file in hex editor, and search for this item name.
Atfer it you see a byte "03", change to "01". There are two strings after the name, before the next item name.
Delete the second one, or change the middle "00" byte to "20".
