FS2020 stores several game resources in SPB archives.
Part of the content is in clear text, but the header might be encrypted.
I've attached two examples - one is a dialog, the other a mission (a "mission" consists of several sub-tasks).

I looked through all the existing formats, but couldn't find anything that matches. Did MS come up with something new???

Open it easily in notepad and edit it.

The header you see there is not encrypted.
It's just a sequence of 16bytes data (probably an hash) followed by a 32bit integer which is often -1.
