It's an UHA archive.
You need WinUHA (UHARC04.EXE) to extract the files http://www.winuha.com/download.php
My suggestion is the following:
  • download WinUHA
  • download innounpacker http://innounp.sourceforge.net/
  • put the archive, WinUHA and innounp in a new folder
  • innounp -x "WinUHA 2.0 RC1 (2005.02.27).exe"
  • UHARC04.EXE x tDk.is.good
