The file is 'attribdb_big.ast', and it contains at least two files: 'ATTRIBDB_BIN' and 'ATTRIBDB_VLT'.

The goal is to be able to read all the tables in this file and make changes. Specifically, I want to be able to change which uniform a player wears by modifying this file. There are other things in this file that will be interesting, like changing the length of the players' shorts (probably only two values: short or long) and assigning which head and body textures the player uses.

There is a different file (bounce.db) that controls which team a player is assigned to, but it cannot change which uniform a player is wearing. I know attribdb_big.ast can change which uniform a player wears because I have the file from the 2013 roster update, and when you swap this one file, many players are wearing a different uniform. I have been swapping player and uniform textures in order to change which uniform players are wearing, but this time consuming and very limited.

The attached file contains the original file from the stock game and from the 2013 roster update, as well as the files that were extracted with QuickBMS.

No, unfortunately. Last year, someone inquired, took a look at the files, and even said it wouldn't be difficult. But ultimately he went silent before delivering anything.
