I need some help modding NHL 2001/2002 BIN files

I got bored trying to mod NHL 2003 on the PS2, so I thought about modding NHL 2002 instead. Just one problem; if I add files to the game's .bin file with UltraISO and save it, before it can get to the EA Sports logo in PCSX2, the game goes directly to the BIOS without hesitation. May I please get some help with importing files into the .bin so that the mod is playable? I have inserted an example file via a Google Drive, as the way uploading files works here is absolute shit.
